In 2004, the DfES’ Primary National Strategy and
Ethnic Minority Achievement Unit began a pilot project in 21 Local
Authorities with the aims of training primary teachers to better
meet the needs of advanced bilingual learners and increasing their
attainment in accordance with pupils whose first language is
English.
