A government agenda
introducing a new approach to children and young people’s
wellbeing.
This is based on schools,
hospitals and other children’s services working closely together to
ensure that every child receives the necessary support to realise
the five
ECM
outcomes:
- be healthy
- stay safe
- enjoy and achieve
- make a positive
contribution
- achieve economic
wellbeing
Schools are identified as
having a strong interest in influencing these priorities.

Document demonstrating how the ECM agenda and Children and Young
People’s Plan link together. It provides an overview of the ECM
outcomes and aims that the Children and Young People’s Plan
covers.
The
children act
(2004)
This Act forms the legal
underpinning to the ECM agenda. It places a duty on district
councils, the police, the probation board, the youth offending
team, the Strategic Health Authority and Primary Care Trusts,
Connexions partnerships, and the Learning and Skills Council to
cooperate ‘in the making of arrangements to improve well-being',
giving them the power to share budgets and other resources.
There are currently plans to
extend the duty to maintained schools, Academies,
FE
and sixth form colleges and Job
Centre Plus.

Every child matters: green paper
(DfES, September 2003)
A government green paper
outlining plans to strengthen preventative services following the
death of Victoria Climbié. The green paper sets out a framework for
consultation with the intention to introduce new legislation which
addresses these issues. The process led to the passing of the
Children Act 2004 and the publication of ‘Every child matters:
change for children’.

Plan

A ten year strategy building
on the Every Child Matters agenda and Children Act with the
ultimate aim of making ‘England the best place in the world for
children and young people to grow up in’. The document sets out
goals for educational attainment and wider issues of wellbeing to
be achieved by 2020. This includes announcing a review of the
primary curriculum with changes to be implemented by 2011.

Guidance on the requirements
of the plan and its content. The 2009 guidance brings together the
regulatory requirements for Local Authorities laid out in previous
documents including their obligation to work with service providers
to prepare a Children and Young People’s Plan, outlining plans for
improvement in relation to the five ECM outcomes.
